 Fire Down Below: The Aviation Threat Posed by Man Portable Air Defense Systems (MANPADS)

The presentation defines the fundamentals of MANPADS and the tactics used by terrorist organizations in utilizing them against aviation assets.  The threat is examined through a variety of potential scenarios.   Department of Homeland Security (DHS) / Transportation Security Administration (TSA) initiatives for reducing the threat are appraised and measured in terms of success potential, cost, ease of use, and relevance to the aviation security mission.  One or more case studiers lend relevance and realism to the discussion.  Finally, threat mitigation strategies based on factors other than mechanical or electronic in concept are examined and validated.

Leading Cross-Cultural Law Enforcement & Security Forces: a 21st Century Challenge”

 

 

The presentation establishes the relevancy of cross-cultural security and law enforcement operations in the ever-changing and shrinking military, political, and sociological world in which we live.  Initial examination of the topic occurs in a needs assessment venue.  This is followed by a series of subsets (modules) which critique and assess typologies, organizational paradigms, and the challenges unique in the cross-cultural management and leadership arena.  The presentation culminates in case studies from both Europe and the Middle East.  Questions and active audience participation is encouraged throughout.
